COUNCIL BLUFFS, Iowa (WOWT) — A former mayor and city councilmember in Council Bluffs has died.

Samuel F. Irwin, who served as Mayor Pro-Tem in 1986 and as mayor in 1987, passed away on April 8, 2026, at the age of 83. He later served as a City Councilmember from 1988 to 1995.

Irwin was also active in the community, serving on the Lewis and Clark Restoration Committee and the Council Bluffs School Board Facilities Committee. He also established the Mayor’s Broadway Clean-up program.

In addition to his public service, Irwin served in the Marine Corps from 1960 to 1964 and worked for Union Pacific Railroad from 1964 until his retirement in 1999.
